On the ''Philosopher's Path'' in Sakyo Ward, Kyoto City, the rows of cherry blossom trees along the Lake Biwa Canal stream were dyed pale pink. The rain the day before had washed petals on the water, but there were still some buds on the branches.
Tourists from Japan and abroad came and went, stopping to take commemorative photos. Jacqueline Chow, 31, who visited from Hong Kong and dressed in Japanese kimono with her girlfriend, said happily, ''Looking at the cherry blossoms while wearing a kimono is romantic.''
