According to the Kyoto Regional Meteorological Observatory, 102 mm of rain was observed at an observation point in Nakagyo Ward, Kyoto City, from 4:50 PM on August 25, 2025. This significantly surpassed the previous record of 88 mm of rainfall per hour, making it the heaviest rainfall ever recorded.

According to the observatory, moist air was flowing in, and strong sunlight caused temperatures to rise, creating extremely unstable atmospheric conditions and leading to the development of cumulonimbus clouds. Due to weak winds and slow progress of the cumulonimbus clouds, heavy rain continued in the same area.
Kyoto Prefecture issued three warnings of record-breaking short-term heavy rainfall on the evening of August 25. Roads in Nakagyo Ward, Ukyo Ward, and other areas of Kyoto City are flooded one after another.
